Competitiveness in Mexico and Latin America


El último Reporte Global de Competitividad 2008-2009 (Global Competitiveness Report) del Foro Económico Mundial de Davos, muestra la posición competitiva de México y América Latina (ver cuadro). Esto permite tener un “check up” comparativo del nivel competitivo de los países, lo cual sin duda es muy útil y necesario, pero hay que ir más allá para conocer la naturaleza de los problemas y promover recomendaciones (prescripciones) de política pública para subsanarlos; por ello analizar las experiencias y el debate sobre el tema es tan importante en este foro.





The most recent Global Competitiveness Report 2008-2009 of the World Economic Forum shows the competitive ranking of Mexico and Latin America (Table 1). This allows countries to continuously have a “check up” of their competitiveness, which undoubtedly is very useful but even more important is to determine the nature of the problems affecting such competitiveness and devising the public policy recommendations to solve them. That is why analyzing the different experiences of countries and debating on this topic is the central objective of this blog.

En esta nueva era de la globalización de los mercados, del cambio continuo e incierto “en donde lo único constante es el cambio y lo único cierto es la incertidumbre” la realidad cambia más rápido que los paradigmas económicos y hoy decimos que el nuevo nombre del juego es la hipercompetencia global, no sólo en el mercado internacional, sino también en el local dada la apertura.


In this new era of globalization, of continuous and uncertain change “where the only certainty is uncertainty”, reality changes faster than economic paradigms and the new name of the game becomes global hyper-competition not just in the global market but in the local market given economic liberalization.

The openness paradox and Mexico´s competitiveness


Actualmente ya no existen recetas que permitan alcanzar la competitividad, el crecimiento y el desarrollo. México presenta la paradoja de la apertura y la competitividad, es uno de los países más abiertos del mundo con 12 tratados de libre comercio con 42 países; sin embargo es de y los menos competitivos. El mayor problema es que ha venido perdiendo competitividad en los últimos años y se ha manifestado como el país de menor crecimiento en América Latina en la última década y el que presenta mayor contracción económica en la actual crisis global (-10% en el segundo trimestre del 2009). Así México es la 11 economía del mundo por el tamaño de su mercado y ocupa el lugar 60 en competitividad (ver gráfica).


Nowadays there are no recipes for countries to achieve competitiveness, growth and development. Mexico illustrates the openness and competitiveness paradox; it is one of the most open economies with 12 free trade agreements with 42 countries yet it is one of the least competitive countries. It is the country with the lowest growth rate in Latin America over the past decade and the country which presents the biggest economic contraction in the present global crisis (-10% in the first semester). Thus Mexico is the 11th economy because of its market size but is ranked 60 in competitiveness (see graph).

Cabe destacar que en América Latina Chile es el país que presenta los mejores niveles de competitividad ocupando el lugar 28, pero sin duda Brasil (lugar 64) posee un mayor potencial de crecimiento para los próximos años.


It is important to point out that in Latin America, Chile is the country with the highest competitiveness levels (ranked 28th), but undoubtedly Brazil (ranked 64th) has more growth potential for the next several years.


La paradoja de la apertura se confirma en la eficiencia de la administración del comercio internacional al observar que México ocupa el lugar 74 de entre 121 países del mundo en el Informe Global de Facilitación del Comercio 2009 del Foro Económico Mundial. En el indicador de ambiente de negocios, nuestro país se ubicó en el sitio 98, debido a la inseguridad física y a la excesiva regulación del país. A su vez, en transportación e infraestructura de comunicaciones ocupa el lugar 74, pues existen problemas en la disponibilidad y calidad de la infraestructura y servicios para el transporte de mercancías, lo cual limita la competitividad logística del país. En el subíndice administración en las fronteras se nos ubica en el puesto 62, al detectarse ineficiencias en los trámites de importación y exportación, sobre todo por los altos costos de importación, y por la poca transparencia en la administración fronteriza.


The openness paradox is confirmed when we observe that Mexico is ranked 74th among 121 countries on The Global Enabling Trade Report 2009 of the World Economic Forum. Regarding the Business Environment Indicator, our country was ranked 98, because of the lack of public safety and excessive government regulation. In terms of transportation and communications infrastructure Mexico is ranked 74th given the problems the country is facing due to the lack of adequate infrastructure for the transportation of goods. Finally, regarding the efficiency of the customs administration sub-index Mexico is ranked 62nd because of the inefficiency in import-export procedures and the lack of transparency in border administration.



Así, el gran desafío en América Latina es como generar un crecimiento pleno y sustentable con empleos productivos y salarios remunerativos, lo que requiere de una estrategia de competitividad sistémica, que finalmente promoverá un desarrollo de nuestra región, ya que existe una alta correlación entre desarrollo humano y competitividad sistémica (ver gráfica).


Thus, the great challenge in Latin America is how to generate high levels of sustainable growth with productive employment and remunerative salaries through systemic competitiveness which finally leads to our region´s development. There is a high correlation between human development and systemic competitiveness (see graph).

Optimismo Critico

Sigo siendo optimista, porque México tiene la capacidad de crecer de manera competitiva en un mundo global, pero requiere un cambio de estrategia; me preocupa la velocidad, no hay que olvidar que antes el pez más grande se comía al chico, hoy el pez más veloz se come al más lento. China tiene las dos cosas, es el más grande y el más veloz; en la última década fue el país que más creció en la economía global (más del 10% promedio anual) y México el de menor crecimiento en América Latina (menos del 3% promedio anual).

I am still optimistic because Mexico is capable to promote a competitive and sustainable growth in a globalized world but it requires a strategy change. I am worried about speed; we must not forget that in the past “the biggest fish ate the smallest one while today, the fastest fish eats the slowest one.” China has these two characteristics: it is the biggest and the fastest (is an elephant that runs like a greyhound). In the last decade China was the country with the highest levels of economic growth (more than 10% annual average) and Mexico is the country with the least growth in Latin America (less than 3% annual average).

Estamos jugando de manera muy desigual, creciendo muy lento, retrocediendo en competitividad y enfrentando la hipercompetencia de China en nuestro mercado regional de EE.UU. Entonces la velocidad de cambio se convierte en una estrategia fundamental. Soy optimista, pero creo que México requiere, consensar el cambio necesario en el modelo del desarrollo económico, no del sistema económico que es capitalismo global de mercado. Esto no va cambiar, pero sí se requiere un nuevo modelo de crecimiento económico competitivo con estabilidad y desarrollo social.

Mexico is growing very slowly, losing its positioning in competitiveness and facing China´s hyper-competition in our most important regional market: the United States. Hence, the speed of change becomes fundamental. I am optimistic, but I believe that Mexico needs to reach a consensus about the change that is necessary in terms of the economic development model, not about the economic system which is global market capitalism. Mexico needs a new model of competitive economic growth with stability and social development.

Sin duda un primer paso necesario es abrir un nuevo dialogo entre los sectores público, privado y político en el país (como lo planteó Ricardo Hausmann [1] en un ensayo reciente) que permita consensuar los cambios que requiere la nueva estrategia de competitividad sistémica y modelo de desarrollo de México.

Undoubtedly, a first necessary step is to begin a new dialogue between the public, private and political sectors of the country (as Ricardo Hausmann proposed in a recent essay[1]) that leads to a consensus about the changes that the new Mexican competitiveness strategy and development model needs.
